In order to make a website, two things are needed. One is the domain and other a website host.
Website like Blogger, tripod, etc. provide free services. If you don't want to buy a domain or you don't want to buy a website hosting, then the above mentioned sites offer free websites and hosting for you. If you are making a blog then you can choose Blogger or Wordpress. If your website name is "yourname" then your website address will look like "yourname.blogspot.com". These sites provide easy setup and you dont't have to spend any money. You can choose your website design from the templates.
For serious webmasters who want their own domain and want more control over their websites, buy a domain and host their website with a web host. So, if you want your own domain say "yourname.com" or "yourname.net" you can register your domain through an ICANN acredited registrar. You can buy it for less than $10 for one year. You will have to renew your domain before it expires.
